Two Multi-State Lotteries Each Offer Over $400 Jackpots

A new study revealed the states with the highest chances of winning the Powerball among the 45 U.S. states where the lottery game is played.

The study, which was conducted by CSDB.gg, tabulated data between 1992 and 2025 to reveal that Rhode Island, West Virginia, Delaware, New Hampshire and Indiana were the states with the best odds to win the Match 5, Match 5+ Power Play or Powerball jackpot per 100,000 residents (h/t New York Post). Rhode Island led all states with 427 total Powerball wins during the last 33 years.

West Virginia ranked second with 483 total wins, which was an average of 27.29 wins per 100,000 residents. Delaware and New Hampshire each totaled 285 total Powerball wins. Indiana ranked fifth with 18.41 wins per 100,000 natives.

California, which was the home of the record $2.04 billion Powerball winner, totaled 357 wins, but had a lower average with 0.91 wins per 100,000 residents, while Texas totaled 275 wins, but had 0.88 wins per 100,000 people.

“The regional gaps in Powerball wins are striking, with smaller states in the Northeast consistently outperforming larger states in terms of wins per capita,” said Corey Sims, Head of Content at CSDB.gg, via the New York Post. “This doesn’t mean the lottery is rigged – it simply highlights that ticket-buying habits vary significantly across regions and that win rates are likely influenced by the year each state began participating in the Powerball.”
